    The California Department of Transportation (Caltrans) District 12, in cooperation with the Orange County Transportation Authority (OCTA), has prepared and adopted an Initial Study with Mitigated Negative Declaration/Environmental Assessment with Finding of No Significant Impact (IS with MND/EA with FONSI) for this project. The purpose of the proposed project is to increase freeway capacity, reduce congestion and reduce weaving and merging between successive ramps at several interchanges.

    This Final Environmental Document identifies the Build Alternative as the Preferred Alternative and provides responses to the Draft IS/EA comments received during the public circulation period. The Preferred Alternative will add one general purpose lane on eastbound SR-91 between SR-57 and SR-55. In addition, the proposed project will make operational improvements including reconstructing ramps, bridges and connectors, from west of State College Boulevard to east of Lakeview Avenue.

Public Participation and Community Engagement

At the heart of the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) is the public’s interest. And at the center of OC Go (formerly known as Measure M) is a commitment to the taxpayer.

Consistent with these public policy values, OCTA and Caltrans are implementing a public information and community engagement program that not only complies with, but exceeds public information mandates under CEQA and NEPA.

Throughout the environmental study process, OCTA and Caltrans are sustaining a multimedia public communications and community engagement program intended to generate project awareness as well as facilitate public participation and comment.

In addition to the project webpage, the communications and engagement program includes:
