Project Overview

OCTA, in cooperation with Caltrans, proposes to improve the local interchange at Interstate 605 (I-605) and Katella Avenue to improve mobility within the interchange, smooth traffic flow, and enhance pedestrian and bicycle pathways.

Purpose:

The purpose of the project is to:

• improve interchange traffic operations, and
• improve pedestrian and bicycle facilities

Need:

The I-605/Katella Avenue Interchange currently experiences:

• roadway and operational deficiencies in the form of inefficient traffic operations, and
• deficiencies in community mobility for automobiles, pedestrians and bicycle traffic

The Environment Review Process

OCTA and the California Department of Transportation (Caltrans) have concluded the environmental review phase of this project.

OCTA in cooperation Caltrans District 12 and the City of Los Alamitos, proposes to improve the local interchange at Interstate 605 (I-605) and Katella Avenue. The proposed project is intended to improve freeway access and arterial connection, improve interchange traffic operations, enhance safety, and improve pedestrian and bicycle facilities within the interchange area.

This is a notice of availability of the Initial Study with Mitigated Negative Declaration/Environmental Assessment with Finding of No Significant Impact for this project. It identifies the Preferred Alternative – Build Alternative 2.

Key Improvements

1. Modifications to the northbound and southbound ramps
2. Widening of Katella Avenue
3. Improvement to bicycle and pedestrian facilities

Total Estimated Cost

$35 million to $40 million, contingent on the preferred alternative that is selected
