ABOUT THE I-5/EL ROAD INTERCHANGE PROJECT
As mandated by voter-approved OC Go!, formerly known as Measure M, OCTA and Caltrans District 12 are studying potential build alternatives to improve the Interstate 5 (I-5)/El Toro Road Interchange.
The project is currently in the Project Approval and Environmental Document (PA/ED) process, commonly known as the environmental review and preliminary engineering process. In general, the purpose of this study effort is to evaluate ways to:
- Improve traffic flow, optimize traffic signalization;
- Reduce queuing at freeway on- and off-ramps;
- Reduce congestion at and through local street intersections adjacent to the I-5 / El Toro Road Interchange within neighboring cities.
As part of the ongoing processes, a draft Initial Study (IS) and Environmental Assessment (EA), with proposed Mitigated Negative Declaration (MND) has been prepared an will be circulated for public review and comment from Tuesday, April 2, 2019 to Monday, May 20, 2019.

PUBLIC HEARING IN AN OPEN HOUSE FORMAT
On Thursday, April 18, 2019, OCTA and Caltrans will host a public hearing in an open house format to discuss the proposed project and the ongoing environmental review and preliminary engineering process.
The public hearing in an open house format will take place from 4:30 - 7:30 p.m. at on Thursday, April 18, 2019 at the:

This is a no-cost, public hearing in an open house format, open to all members of the public. Parking is free and the meeting location is accessible by bus and to individuals with a disability.
During the open house, attendees will meet the project team and visit information stations. Information stations will focus on the project background, potential build alternatives, the project timeline as well as have subject matter experts on hand to answer any questions. Members of the public will also be able to make comments in writing or verbally to a licensed court reporter.
As part of its public outreach program, OCTA and Caltrans are running meeting notices in local papers, direct mailing postcards to the immediate surrounding area and communicating meeting details via other platforms, including community-based television platforms, this webpage and social media.
Note: In July 2018, Caltrans and OCTA hosted a non-mandated pubic information meeting at Laguna Woods City Hall. Presentation boards from that meeting are available on this webpage under the resources tab.
