OCTA administers a variety of funding programs for cities to widen streets, improve intersections, coordinate signals, build Smart Streets and rehabilitate pavement. OCTA also administers regional streets and roads improvement projects.
The MPAH was initially established in 1956 and is continuously updated to reflect changing development and traffic patterns.

In March 2011 Measure M officially came to a close with a majority of projects complete, and the few outstanding nearing completion.
