Frank Davies serves the County of Orange as Auditor-Controller. Mr. Davies began his career at the Auditor-Controller’s office in 1984 as a staff accountant, and worked his way up through the ranks to Property Tax Director. After over 33 years with the department, Mr. Davies retired in 2018. Most recently, he served the City of Villa Park as Finance Director. In October of 2019, Mr. Davies was chosen by the Orange County Board of Supervisors to return to the office as the Orange County Auditor-Controller.

Mr. Gillen is serving the Taxpayer Oversight Committee as a First District representative. He has been an Orange County resident for nearly 60 years and professionally worked in investigations for insurance companies. He is actively involved with his church and believes in helping residents get to where they need to go.

Dr. Pauline E. Merry has been an Orange County resident for over 40 years and currently resides in the First Supervisorial District. She has a wide variety of community involvement and comes to the TOC with over 40 years of professional experience in higher education. Dr. Merry looks to make a difference in transportation for Orange County and participate in governance more actively. She is currently serving as Chair of both the Environmental Oversight Committee and the Annual Eligibility Review Subcommittee.

Mr. Sloan is serving the Taxpayer Oversight Committee as a resident of District 2. He’s lived in Orange County for more than 50 years. Mr. Sloan brings experience as a former member of the Orange County Grand Jury- Environment and Transportation Committee.

Mark currently lives in the Second Supervisorial District and comes to the Taxpayer Oversight Committee with more than 30 years of business experience. Mark has a commitment to smart transportation projects and currently serves as an engineering executive.

Mr. McCarthy represents the Third Supervisorial District and has been an Orange County resident for over 25 years. He has an extensive background in the financial services industry and serves as an executive for his consulting firm. Mr. McCarthy brings years of financial monitoring experience to the committee and is actively involved in his community.

Mr. Nguyen currently lives in the Third Supervisorial District. He brings expert experience to the Taxpayer Oversight Committee with over 15 years of public service as an auditor appraiser.

Residing in the Fourth Supervisorial District, Larry Lang is a retired insurance executive. He is actively engaged with his homeowner’s association and has a keen interest in improving transportation in Orange County.

Mr. Pascual resides in Orange County's Fourth Supervisorial District and works in procurement and risk management for a local community college district. Michael has many years of experience in financial analysis and infrastructure development and formerly worked in the transportation sector for the City of Los Angeles Department of Transportation. He brings valuable experience from these areas to the Taxpayer Oversight Committee.

Jeffrey Kaplan lives in South Orange County and represents District 5 on the Taxpayer Oversight Committee. He works as an investor and brings years of Metrolink commuting experience to the TOC.

Mr. Anderson is representing the Fifth Supervisorial District on the Taxpayer Oversight Committee. Douglas has decades of experience as a municipal advisor and has been an Orange County resident for over 50 years. Mr. Anderson is engaged with his homeowners association and has previously served as its Treasurer. He brings a wealth of knowledge on local government matters, particularly surrounding finance.
